What is IDRP?

The Interbank Debt Relief Program is designed for individuals struggling with financial distress or cash flow challenges across multiple credit card issuers. It provides a simplified and compassionate solution with more favorable terms to help manage and reduce credit card debt effectively. 

The IDRP is a standardized multilateral framework developed by the Credit Card Association of the Philippines in coordination with the Bangko Sentral ng Pilipinas. It is designed to assist financially distressed credit cardholders in consolidating and restructuring their unsecured credit card debts across multiple participating banks into a single, manageable payment plan.

In plain terms: instead of paying three separate banks three separate minimum payments at three separate interest rates — IDRP rolls everything into one monthly payment, at a significantly lower interest rate, over a more manageable period.

What IDRP gives you.

The IDRP's primary objectives are debt consolidation — aggregating all qualifying credit card debts into one account — interest rate reduction, lowering the applicable interest rates often between 0% and 1.5% per month compared to standard credit card rates, and term extension, extending the repayment period typically ranging from 12 to 60 months, and in exceptional cases up to 10 years.

To understand why this matters, here is the math in practice.

Standard credit card interest in the Philippines runs at 2% per month — that is 24% per year. If you have ₱100,000 in total credit card debt across three banks and you are only making minimum payments, the interest alone could cost you ₱2,000 a month while barely reducing your principal.

Under IDRP at 1.5% per month on the same ₱100,000 balance over 36 months, your fixed monthly payment becomes approximately ₱3,467 — with an end date. You know exactly when you will be debt-free. That clarity alone has value.

Who qualifies.

Financial hardships such as job loss, medical expenses, natural disasters, or accumulating debt can cause significant stress. If you are experiencing difficulties in meeting your financial obligations across different institutions, you may be eligible for IDRP. This program is designed to support your financial rehabilitation by offering more affordable repayment terms, lower monthly amortizations, and preventing further delinquency on your accounts — giving you a second chance to regain financial stability. 

The IDRP only covers unsecured credit card debt. It does not include housing loans, car loans, or corporate credit cards.

You must have credit card debts with at least two participating banks to qualify. You must be genuinely experiencing financial hardship — this is a relief program, not a loophole for strategic debt avoidance. Banks assess your situation before approving your application.

Which banks participate?

IDRP is a collaborative effort by several prominent banks in the Philippines, including BDO Unibank and Maybank Philippines. Other participating banks include BPI, Metrobank, RCBC, EastWest Bank, Security Bank, Chinabank, PNB, and UnionBank — essentially all of CCAP's member banks. The specific list may vary, so confirm with your lead bank when you apply.

How to apply. Step by step.

The application follows a "Lead Bank" system. The Lead Bank is usually the bank where the applicant has the highest outstanding balance. The debtor must reach out to the collections or recovery department of the bank to which they owe the most money and signify their intent to apply for the IDRP.

Step 1: Identify your Lead Bank — the bank where your largest credit card balance sits.

Step 2: Call their collections or credit card recovery department. Tell them you want to apply for the IDRP.

Step 3: Prepare your documents. Required documents include your ITR or last three months' payslips or Certificate of Employment if employed, or latest ITR or audited financial statements if self-employed. If you have no source of income, you will need to find a co-maker who can help pay the monthly amortization. The co-maker must also sign an agreement.

Step 4: The Lead Bank coordinates with your other banks. You do not need to call each bank separately — the Lead Bank handles the consolidation.

Step 5: Once approved, you sign an IDRP Payment Agreement Contract including Terms and Conditions. From here, you make one payment per month to the Lead Bank.

What you should NOT do when seeking debt relief.

While a debtor may seek legal counsel, the BSP and CCAP allow debtors to apply directly to the banks without the need for "debt settlement" agencies, which often charge unnecessary fees.

There are companies that market themselves as "debt settlement" or "debt negotiation" services — they charge upfront fees or take a percentage of your savings to do what you can do yourself for free. IDRP is a program you apply for directly with your bank. You do not need a third party. Anyone asking for fees to "negotiate" your IDRP is not necessary — and may be taking advantage of your situation.
